Standard Operating Procedures (SOPs)

The Malaysian Government has announced in June 2021 that the National Recovery Plan will happen in four phases. The National Recovery Plan is based on three indicators:
- Number of daily COVID-19 infections
- Number of occupied beds in Intensive Care Unit (ICU) wards
- Percentage of population vaccinated
Please comply with the SOPs of the Malaysian Government in order to reduce the increase of COVID-19 infections.
Phase 1
Similar to first MCO in March 2020 with strict restrictions on movement and total shutdown of almost all sectors apart from essential economic and service sectors.
Virtual Learning
Virtual learning only
Social Activities
No social activities are allowed
Vehicle Passengers
Not more than 2 passengers are allowed in a vehicle
Essential Services
Essential services to allow operating from 8AM to 8PM
Interstate Travel
No interstate travel allowed
Phase 2
The government will consider shifting into Phase 2 if the daily COVID-19 cases fall below 4,000, the healthcare system is no longer at a critical stage and 10% of the population is fully vaccinated.
Return to School
Only exam classes can return to school
Social Activities
No social activities are allowed
Vehicle Passengers
Not more than 2 passengers are allowed in a vehicle
Outdoor Non-contact Sports
Only outdoor non-contact sports are allowed
Interstate Travel
No interstate travel allowed
Phase 3
The government will consider shifting into Phase 3 if the daily COVID-19 cases fall below 2,000, the healthcare system is operating at a comfortable level and 40% of the population is fully vaccinated.
Return to School
Only exam classes can return to school
Dine-in
Dine-in is allowed for fully vaccinated people
Non-contact Sports
All non-contact sport is allowed
Vehicle Passengers
3 people in a household may go out
Interstate Travel
No interstate travel allowed
Phase 4
When daily COVID-19 cases fall below 500, the healthcare system is stable, and 60% of the population is properly vaccinated, the government will consider moving on to Phase 4.
Religious Gathering
Religious gatherings are allowed
Social Activities
Social activities are allowed at 50% capacity
Dine-in
Dine-in is allowed for fully vaccinated people
Interstate Travel
Interstate travel is allowed for fully vaccinated people
Face Mask
Please note that it is compulsory to wear mask in all public space/outdoors. Masks can only be removed:
- While at home with only family members.
- While in hotels or accommodation with only family members.
- When alone in work space.
- While doing sports or recreational activities (indoor or outdoor), which is supposed to be done ALONE.
- In the car with only family members.
- Indoors or outdoors without other individuals around.
- While eating or drinking.
